Card on file keeps declining
I am unable to remove the card on file. When I update the information for the card, it declines. I have money on the card. I need help!!!

Have you changed Apple ID Country / Region?
Are you using the Card issued from a Bank / Financial Institution from the same Country / Region as that of your Apple ID?
If your payment method is declined in the App Store or iTunes Store ...
