Instead of relying on your music organization (folders), use the iTunes framework to determine what to sync.

Another likely problem is the age of your Mac's iTunes. The current iTunes version is 12.9.5.5. Your iTunes may well be too old to communicate to your iOS device.

There is no such model of Mac Pro.

But whatever machine you do have, if it's from 2011, it is almost certainly too old to run MacOS Mojave. But surely it can run a MacOS version current enough to run an iTunes version later than 12.8.2.

You are using iCloud Music Library.

This means you either subscribe to Apple Music, iTunes Match, or both.

You are currently relying on iCloud Music Library to send music to your iPhone. If you would rather not do that, then set Settings > Music > iCloud Music Library = "off" on the iPhone.

Well, there's a lot you have not told us about the origins of these songs, whether you obtained them while subscribing to Apple Music, your change of region/country, etc.

Well, "versatile" is not the way Apple deals with Digital Rights Management, which governs what you can copy, etc.

The particulars for each and every song matter. For example, if you once subscribed to Apple Music and no longer subscribe, you don't own rights to any of the songs you acquired from that expired subscription.
