Access old Time Machine Backups?

I have a late 2016 MacBook Pro that I want to delete, but I am wondering if I back it up to Time Machine, will I be able to access its old files? Even after I have deleted the Mac? And will I also be able to access the old files from a different Mac?

You can Browse other Backup disks in Time Machine, but I would just copy the contents of your Home folder to an external drive.

Mount the drive on the new Mac with "Ignore Ownership…" checked and you can access everything.
