Safari 12.1 on MacOS Mojave 10.14 doesn't play video but progress timer is increasing negatively

RTSP STREAMING CONVERTED TO MP4 and trying to play streaming video from Camera inside VIDEO element in Safari 12.1 on MacOS Mojave 10.14 doesn't play video but progress timer is increasing in -ve

First few frame is played and then paused and never progresses even after seek programmatically or manually increasing in the progress bar.

However timer control in the safari media player (MSE) is increasing the video play time in negative(-ve)

Note: Chrome 67+ on Mac/Win10, Edge on Win 10 and firefox on Mac/Win10 is able to recover from lost frame I guess but play continuously but not in Safari 12.1. I'm using old Mac Mini with Mac OS Mojave 10.14

Is there any command to Safari MSE or forwarding to next frame (how) can help? Any clue is really appreciated.

I don't know media decoder of Safari MSE, and not sure if that will help!

Mac mini 2018 or later

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
