Why when I sync my XR iphone to itunes I do not see all my songs even when I sync with the Laptop that has all my songs.

You cannot sync anything that is in the cloud or that comes from an Apple Music subscription. See also this post on erratic syncing.

No cloud on my XR my company does not allow. I can sync to everything else but the XR.
