Running Safari 12.1.1 in Mojave 10.14.5 I cannot open a pdf page into Preview nor can I download it. The pdf control button (or whatever it's called) only enlarges or shrinks the page. Does anyone know an easy workaround that doesn't involve Terminal or downloading a third party app?

There are several ways to get a pdf from Safari.
You can control-click and choose Open in Preview.
You can do Save As... to save it to your drive and then double click to open it in Preview.
