ipad mini -Will not let me update. It is 9.3.5 - And tells me it is updated

Your iPad mini 1st generation cannot update past iOS 9.3.5.
You need a newer iPad if you want to update iOS further.

That is correct.
You have the latest version of iOS this hardware can use.
Note the iPad Mini was introduced by Apple in 2012.
