Boot Camp USB Drive Not Large Enough

I am trying to install Windows 10 with Boot Camp and the file is too large. The Microsoft website has updated to only showing the May 2019 and the October 2018 updates so the April 2018 is no longer available. How do I get this install to work with Boot Camp?

Let me add more to this. I have a 32GB USB drive that I am using. The error is "Your bootable USB drive could not be created. There is not enough space available on the disk. The USB drive is empty. Boot camp should clear it anyway when it gets that far. I believe it is because of the file size and that boot camp does not use ExFat for the bootable USB.

Well I spoke too soon. I tried two older versions and I still cannot get it to go. I had it set up before with boot camp I had my 1tb SSD split 500gb to windows 10 pro and 500gb to Mojave. I removed everything and did a clean install of Mojave on the 1tb SSD and then removed the optical drive and installed another 500gb SSD. I want to put windows 10 pro on that had drive so it has its own. Is that what is causing me the problems?
