Billing from apple

This morning I try to upgrade my storage to 50Gb per month with the fee $0.99/motnh but after fill in all information of my Visa card, bank officer called and informed me that There is a bill from Apple $89. I don’t know how this happen and which charge was accounted for. If anyone experienced similar case before? I have sent email to apple support but I don’t know if it will work.
