I dropped my iPhone 7 plus in water for a few seconds and it never worked again after that. Is this covered under warranty?

No, sorry, liquid damages are not covered by warranty, unless you have subscribed AppleCare+ protection plan. Should be this case, you have two accidental events covered, at a reduced price ($99).
