The pre-set Zoom numbers are quite restrictive. Do you know of any way I can force Safari Zoom to 90% (or any number of my choice)?

No. Unsupported in present Safari 12.1.1. It's the option zoom control on the toolbar, or keyboard shortcuts ⌘-, ⌘+, or ⌘0 — which appear to mimi the zoom button behavior.
