Apple Watch
so if I buy an apple watch on amazon would I be able to use it with my iphone without putting it on a phone plan and without the cellular?

A GPS only model does depends on the iPhone, and the cellular carrier has nothing to say about it.
If you pay pay extra for a cellular model Apple Watch, you DO NOT need to enable the cellular radio.
In either her case the Apple Watch will do everything the Cellular model will do as long as the iPhone is nearby.
