Does anyone know about this? I am getting messages telling me I have 198 issues with my MacBook Air and suggesting I purchase something called "Mac-Cleanup-Pro. Is this valid?

What you can do is download Malware Bytes from https://malwarebytes.com/mac.
What you have is basically adware / scare-ware trying to get you pay for additional worthless/harmful software and it needs to be removed.
The Malware Bytes program is a free trial that continues to work even after the trial is over and is a very legitimate product, unlike "Mac Cleanup Pro". Just install it, run it, and it should remove the adware that has tricked its way onto your system.
