Unable to download music, even though I have a valid apple music subscription.

If you can play it, then you should be able to download it.
If you can’t download it, and you can’t play it/stream it, then the content itself or your settings (or the connection) may prevent that.
To add tracks to your library, you must have iCloud Music Library active.
To download tracks, you should first add them to your library, then download from there.
