Do not disturb iphone 8 engaged signal only - how do I fwd calls to voicemail while do not disturb is on?

How do forward calls to voicemail when I turn Do not disturb on my iPhone 8? At the moment callers receive an engaged signal.

Issue resolved - Have been in contact with my service carrier and they have reset my voicemail and helped - thank you
