Is the phone number you want to change to, your iPhone phone number? As long as it's an iPhone, this link will help: Add or remove your phone number in Messages or FaceTime - Apple Support

If however, you are trying to change the number to something not associated with an iPhone, you can only use an iOS based device for iMessage on iPad.
