Apple watch
I have spectrum mobile and they do not support Apple Watch cellular features. Can I still send and receive texts and use all of the exercise features if I don’t have the cellular data hooked up?

You can still use an Apple Watch with Cellular without activating the cellular as one of the GPS Watches. The Watch would use the paired iPhone for support. See the information in the Apple Watch User Guide. Apple Watch User Guide - Apple Support
