Can u share with family members not on ur plan and with Samsung’s and Galaxy phones

If by "plan" you mean your cellular service plan, then that has nothing to do with Family Sharing.
You can use Family sharing for the Apple Music subscription service, and share with Android devices through Apple's Music app for Android.
