You may find it amusing... unfortunately, it's true. The only way you can track it is using Find My iPhone.
Technically, carriers can track any device connected to their network using the IMEI. However, they will not do so without a court order.
Unless someone's life is in immediate danger, that's not going to happen.
If Find my iPhone was not configured BEFORE the loss, your only option is to look for it the old-fashioned way.
