iCloud photos

Hi, I saved my photos to my iCloud but now when I go to look at photos and videos they are all blurry when I don’t have wifi. I don’t want them to be on my iCloud anymore I just want them to be saved to my phone but when disable iCloud Photo Library, it says I will lose all my photos and videos. I don’t know how to fix this

Go to Settings/Your Name/iCloud/Photos and turn Optimization off by selecting download and keep originals. Allow time for full resolution photos to sync to the phone. You can then disable the iCloud Photo Library.
