Storage wont free up

have been deleting files but storage space is not getting freed up. Trash folders are all empty.

MacBook Pro 15", macOS 10.14

Have you tried a restart? Signed out of iCloud and back in?

Yes, I have. The weird thing is that the files are deleted, they dont exist anymore, but space is not freed up.

This issue is now over a month old.
