Two-column footnotes in Pages

Is there any way to get Pages to layout footnotes in two columns?

I am creating an article with a two-column layout. I'm not having any problem with the body text, but I can't figure out how to get the footnote text into two columns. I can do other formatting on the footnote text. In the Format pane I select Text > footnote text > Layout and I see Columns with a blank window. I enter "2" into the window and hit tab or enter, but nothing happens. I have tried 1 and 3, as well as simply clicking the arrows, but those are all completely non-responsive.

I'm using Pages 8.0 on MacOS Mojave (10.14.4). Thanks for any help!

Pages '09 v4 which is what you are referring to from 2011 has superset features, and shares no code with Pages v8.

Pages '09 v4.3, which Apple abandoned in 2013, is here in front of me with three footnotes, and an opened Layout Inspector that refuses to create columns from those footnotes.

It means that neither Pages product supports columns of footnotes.
