If you open the App Store app on your iPod Touch and search for "Sirius" it should come up in the results (at least it does in my iPhone in the U.S.). It requires iOS 9 or later. See: https://itunes.apple.com/us/app/siriusxm-radio/id317951436?mt=8

You have to be a Sirius XM subscriber, and, also, pay Sirius an extra monthly subscription fee to use the Sirius XM iOS app.
