I accidentally let my account run out of funds. Once this happened, I noticed that all the music I downloaded was gone, which I expected. I immediately renewed the account, but now all of the downloaded music seems to be gone and I can’t find a way to get it back. Is there a way to get the music back? Is there somewhere I can go to see the music that was previously downloaded? Or is it a lost cause?

Apple reserves the right to cancel your Apple Music membership if we are unable to successfully charge your payment method to renew your membership."
I have seen several posts where people have been late paying and cannot see their old collection upon re-subscribing so I guess upon subscription expiration all information is immediately deleted.
You should check the terms for you country but I suspect it is the same everywhere.
