Find my iPhone

There was an iPhone left at my work about 6 months ago. We have done everything that we could to try to figure out who it belong to. After a while the phones service was cut. It has sat at our work place for the past 4 months. I recently asked if I could take it with the time that had past with no one coming to claim it. When I got it home I saw that it was tied to a find my iPhone account. Is there anything I can do to get the iPhone up and working if the owner is unavailable or unknown?

Turn it over to the police.

There is no way to bypass the activation lock and no way for you to find out who it belongs to.
