Error code 9 when restoring iPhone XR

There is nothing wrong with the phone, would work perfectly fine before then I tried to restore it and reset it and I keep getting the Error code 9. Ive tried different computers , different cords , different ports , 3rd party programs and nothing seems to work. Please help
