What photos library? Are you using the Photos application? Those files are built into a bundle. You access those from the photo and audio browser. There’s an icon with a camera and music note in the upper left.

The best way is to use the import window. File>Import>Media or Cmd-I.
I don’t see my photo library when I do that.
