I have a video that is a bit out of sync with the audio. I assume that it is possible to edit the audio track separately from the video. Is there a way to slowly "nudge" the audio track forward or backward to resync it?

Yes. Detach the audio, then use the dot and comma keys to nudge left or right.

Use Clip>Open Clip to bring the clip container into the timeline with separate video and audio.
