If the phone is disabled, see this, If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

If you are asking something about iCloud, that password is not used for a disabled phone unless you are seeing information about Activation Lock. What exactly are you seeing on the screen? If an error, what is the exact text of the error?
