Trouble setting up iPhone due to Face ID

So my phone in the morning the screen was green and nothing works but nothing happened yesterday i was using it till the moment i fell asleep.I have a phone with me i leave in a different country but i was supposed to to change phones anyway.its the previous one that my dad had and because of my phone hwta happened to it with the green screen now i am trying to reset snd erase all contetnt from my dads old phone so i can put my info in it.But for everything it requires face id and when i am trying to sogn out of iCloud it requires face id and when i am trying to put my face id aswell it doesnt let me it again requires my dads face id. so

1) how am I supposed to set up my new phone if i cab erase the previous contetnt and put my face id

2) will i be able to open my previous phone with the green screen
