Podcasts no longer downloaded after iOS 26.2 update

Podcasts disappeared after I upgraded my iPhone to iOS 26.2.

I have previously downloaded about hundreds of gigabytes of podcasts to my phone for offline listening. This morning I went to check my downloads and it has only 8 episodes saved locally. Even though I have 'download latest episodes' setting enabled, there are only 8 downloaded. If I view the 'latest episodes' tab there are pages and pages I can scroll through that OUGHT to still be there.

So, what gives? Settings are the same as they have always been - keep played episodes, download all new episodes, etc. This seems to be a problem after iOS 26.2 update.
