How to change Apple Account region with remaining balance?
I want to change my Apple ID region but I have $0.18 left. Can you remove it?

If support is available in your region, then you will need to contact Apple directly where they can do that.

Otherwise you will have to spend the balance by adding a valid payment method to make a purchase where the Apple Account will first be cleared and the remaining being billed to the payment method.
