I can’t get into my iCloud account

I havent been able to gain access to an Apple ID I used back in 2018, I no longer have access to any phone that is connected to said Apple ID. Leaving me completely unable to complete the resetting password process on my own because the account has two factor authentication. I just want to get my old photos from the iCloud. It’s been since 2018 :,) I’m only just now going out of my way because I didn’t think there was a way too before. If anyone from Apple could reach out to me that would be very helpful as I have access to my email for the account just no longer have access to the phone number. It also doesn’t give me an option to click didn’t get code
