iPad Mini detection problem with Win 11 PC

My iPad Mini A17 (Pro) with iPadOS 26.2 when connected to Win 11 PC via USB to Type C cable, iTunes (Version 12.13.9.1) failed to detect the iPad. Previously, when iTunes detected it, WPS Office (in my iPad) was not shown in the list of file transfer apps thereby preventing from transferring files (Word or PDF) from PC to iPad. How to solve the problems?
