The help article language is a little confusing, yes. The second sentence ("Your recipient can use any device...") only refers to Apple devices (iPhone, iPad, Mac), although it could easily be mistaken as saying your recipient can use any (e.g., non-Apple) device. The important detail is the first sentence ("You must be using iMessage") because it it's not possible for just you to be using iMessage- if you're using iMessage, your recipient is using it too.
Hopefully that makes sense. The bottom line is no, you can't schedule a message to a non-Apple user. A more appropriate note might read 'You and your recipient must be using iMessage. Your recipient won’t know that the message was scheduled, regardless of what device (iPhone, iPad, Mac, etc.) they open it on.'
