Cannot find Memoji creation option in Messages

I IOS26.1 I don't have an option to create memoji from messages, I can't find step3 options in messages

1. Open Messages and tap the Compose button  to create a new message. Or go to an existing conversation.
2. Tap the Camera button , then take a photo or video.
3. Tap the effects button , tap the Animoji button  , then pick the Memoji that you want to use. You can add more effects to your photo or video.
