MacBook M4 unable to export PNGs

Brand new macbook m4 - cannot export a PNG into anything other than a JPEG, not even a PNG itself. Is there a preference setting or what?

What is your process for exporting (converting?) your image? Are you using an app?

Finder can do a simple conversion. Right-click the image, select Quick Actions > Convert Image

On my old macbook I could simply convert an image to TIFF or edit a photo then export it as a PNG, TIFF. Now it won't let me adjust or save or do anything to a PNG file. The quick action lets me convert it to a JPEG or HEIF but that's not helpful.
