iPod Shuffle VoiceOver stopped working; unable to connect to itunes to fix

I have a windows laptop and a 2012 macbook pro, and I use a ipod shuffle 4th gen daily. My ipod has recently stopped doing the voiceover to tell me the name of the song when I press the button. I have tried to turn this back on using the mac, but it is so old it is to slow to boot up itunes, and my windows laptop can't find the ipod. I have tried uninstalling itunes, reinstalling drivers, but nothing has worked. So that's what I am asking for help with

Your iPod Shuffle’s VoiceOver stopped working because the VoiceOver Kit needs to be reinstalled through iTunes, but iTunes cannot detect the device on your Windows laptop. Fix this by manually installing the Apple USB driver in Windows Device Manager, reinstalling iTunes using the official Apple installer, and then enabling VoiceOver in iTunes to rebuild the voice files. If needed, restore the iPod or use a different USB port/cable.
