An Pad is not waterproof. While an iPad that is splashed may survive if immediately dried, it will almost certainly suffer irreversible damage if allowed to become wet or is submerged for any period of time.
Apple's limited warranty applies only to manufacturing or component defects that occur during the warranty period. Damage caused by the User occurring subsequent to purchase is not covered by the limited warranty.
If you have benefit of an active AppleCare+ plan, this being optional cover that was available to purchase within 60-days of obtaining your iPad, you would be covered for physical or water damage. If applicable, being an insurance product, there will be a small excess/deductible fee to pay.
Otherwise, repair (if possible) will be expensive - typically c.60% of the original cost of the iPad. For practical purposes, in lieu of repairing and returning your own iPad, Apple usually exchange the iPad for a renewed/refurbished iPad of the same model and specification. The cost of the exchange is the same as would otherwise be charged for repair. Unless you have benefit of an active AppleCare plan, an out-of-warranty repair while expensive will be somewhat less than the cost of a replacement iPad.
