Go to https://account.apple.com, log in with your child’s Apple account, and click the arrow pointing down near the top right. This will open a drop-down menu. Click on “Personal information” and then “Birthday.” Change the birthday to the correct one. A pop-up will show that parental consent is required.
After sending the notification, go to the email under your Apple account. If you have a Gmail account, go to Gmail, etc. Click “Review request.” This will take you to the same page https://account.apple.com. Sign in with your Apple account. A pop-up should show a code on your Apple devices. Get this code and paste it into the verification code on the website after you log in.

There's different requirements and possibilities to change the age on an account depending upon the age of the person, their target age, and the country's age definition of "child".
If you are trying to change the age from a child to an adult status, Apple has completely removed mention of that from the support article. At best you will need to contact Apple and ask if they will do this for you. They used to but they have recently removed mention of even that.
