Are you the first user of this iPhone, or did the previous owner not disable the Activation Lock, so that you can set it up with your Apple Account?
Apps downloaded onto the iPhone are tied to the Apple Account that has been used to download them.
So, even if you want to update existing apps, it will ask you for the Appel Account password for the Appel account that has been used to buy them.
