Establishing VPN & APPLE ACCOUNT DEVICE MANAGEMENT

I’m trying to set a VPN on my iPhone 15 plus. Can someone please help me. I also am trying to figure out how to sign into my Apple device manager but it’s not letting me sign into school account or business account. Can someone please help
