Remove  Watch Activation Lock -

Go to icloud.com and login

Open Find iPhone.

In the All Devices pulldown menu select your  Watch.

In the resulting sheet that appears to the right choose erase Apple Watch. Select Next until the device is erased.

Then Remove the watch from your Apple ID.

This should reset the watch to the factory settings for you to setup as new and pair it to your iPhone.

You can restore the watch from a previous backup if you have one.

Request additional support for unlocking your device -

If you can't gain access to the Apple ID that paired the watch to the phone, take the watch and the original receipt showing the watch’s serial number, plus your photo ID to an Apple Store and request that they remove the Activation Lock for you.
