Unable to add Digital ID to Apple Watch from iPhone.

Is anyone else having problems adding their Digital ID from their iPhone to their Apple Watch? I was able to add it to my phone without issue and, even though I said I wanted to add it to both phone and watch, it only made it to my phone.

When I open the Watch app on my phone and add the ID, I go through and take new photo and motion capture. The status changes to Verification in Process. A few minutes later it changes to Verification Needed, and I have to redo the photo and motion capture all over again. I'm stuck in a loop. I've rebooted both phone and watch and no difference.
