recently added payment cards to my wallet but decided to remove all cards because I found it had self launched and was ready for a transaction .... noted immediately after removing phone from jacket pocket ... the side button was not double pressed.
I have a fitness device running google software that offers a 'payment' option. I wonder if that is related?

Remove the case and see if it continues to happen. The big bulky Otterbox cases are more prone than other cases to activate side button. I’m a former Apple Store manager and saw cases cause multiple issues, including what you’re describing.

Did you have a card setup in Express Transit?
The app doesn’t need to be opened. That’s the whole point of double clicking the side button. I’ve also seen iPhone cases cause a double click and start to activate Apple Pay. But again, without verification from Face ID or entering your passcode nothing happens.
By all means use your device how it best suits your needs. But if it were a bug, there would be more reports of it happening, as opposed to your isolated experience.

It cannot be ready for a transaction without you verifying using Face ID or your passcode. It’s possible an NFC terminal triggered it.
Sounds like a bug to me if a payment terminal can bypass the side button activation ... I'll forgo this option and go back to using physical cards. Sounds like it likely activated as I took my phone out of my pocket and looked at the screen?

I'll pass on this option for payment as I would prefer an app that does NOT autolaunch. I prefer to select my wallet app manually, double click my side button then verify using biometrics. Thats how I assumed it worked.
I do have an older otterbox case purchased with the device a couple of years ago. Not sure how to tell if its causing my issue?
