This looks to me like a message saying that your iPhone is carrier-locked – and that the SIM you tried to use is not from the carrier to whom the phone is locked. Thus you are not allowed to use that SIM with that phone.


If the phone is carrier-locked, only the carrier who holds the lock can release it – if they choose to do so.
