iTunes for Windows missing key driver

Did the iTunes for Windows from the official Apple website also stop installing with the driver necessary for the pc to recognize iPhone as an apple mobile device ethernet? After I plug it in, it just stays under "Unknown USB device (device descriptor request failed)" in device manager.
