I updated my iPad to 26.1 and now there is an icon on my screen that I can move around the perimeter but cannot delete or hide. what is this icon, what does it do and how do I hide or delete?

You appear to have enabled the Hover Text feature. Many have observed that this feature has been unexpectedly enabled by the iPadOS 26 upgrade.
Hover Text is simply disabled from iPad settings:
Settings > Accessibility > [Vision] Hover Text > Hover Text - set to OFF
