Denied access to my downloaded apple cards

i cant access my money i downloaded from apple gift cards this started in June. I’m tired of the 48 hour waits every time you escalate for someone to fix it. They don’t fix it because it continues to happen every couple of days case #102673313781. HELP PLEASE
