Can't Log In -- STUCK ON "PARENTAL CONTROLS" PAGE

I just paid for a membership in APPLE TV. I got the confirmation e-mail. But when I log in, and confirm my credit card's Security Code number, the thing gets STUCK ON THE "PARENTAL CONTROLS" PAGE and won't let me go forwards OR backwards.

please call & tell me how to fix 4*********5 or fix it or refund my money.
